- The situation of the Nyungar people as a pauperised group within Western Australian society; discusses the special discriminatory laws and bureaucratic practices by which the Aborigines Department effected rigid control and segregation of Aborigines under the 1905 Aborigines Act; discusses also socioeconomic changes which, with increased population and racial prejudice, contributed to the processes of pauperisation and segregation; demonstrates that cultural continuity with precolonial past existed at the turn of the century and that segregation facilitated the retention of features of traditional life; examines particularly the administration of the Department under A.O. Neville and the deterioration of the legal status of Aborigines under the Act; utilizes unpublished primary sources elsewhere uncited including police charge books, court records, letter books and occurrence books and the minutes and evidence of the Mosely Royal Commission; discusses as well Moore River and Carrolup Native Settlements; problems of diet and health; employment; union involvement in Aboriginal employment; miscegenation; alcohol, entry to towns and citizenship rights; Aboriginal protest; wages, income and rights to hold and inherit property; rations system
