- Minister for Immigration and Multicultural and Indigenous Affairs presents lecture on the future directions of Indigenous policy; 'conspicuous compassion' is a culture of ostentatious caring which is about feeling good, not doing good; Indigenous Australians should be treated like all other citizens - they can no longer be denied the opportunities that other Australians expect; comments on the failure of ATSIC; new government policy is to set up Shared Responsibility Agreements, which are an expression of the aspiriations of communities; Indigenous Coordination Centres; there is a growing level of cooperation between government departments and between Commonwealth and states; comments on communal ownership of land in the Northern Territory, and on living on land if you are not a traditional owner; mentions proposals to stremline leasehold arrangements and to provide incentives to purchase homes and incentive for the devlopment of businesses; work of the National Indigenous Council in this area; discusses townships and homelands and questions why essential services should be provided by annual grants from the Commonwealth; Northern Territory and Commonwealth government are working together to establish Regional Authorities, that will extend local government to remote Indigenous people - i.e. normalisation and delivery of government services; questions the viability, however of the small homelands; different standards in education should also not be accepted
