- A new initiative by the state government and non-government organisations in New South Wales aims for all Indigenous out-of-home care placements to be delivered by Aboriginal Torres Strait Islander community-controlled organisations. As part of this initiative, a new partnership model for capacity building has been developed that supports two-way learning between mainstream non-government organisations and Aboriginal communities. This document presents the model and explains its drivers, elements, and broader application
