- Discusses and explores extent to which proposed reformed model for Aboriginal cultural heritage system in NSW compares with human rights standards outlined in United Nations Declaration on the Rights of Indigenous People (UNDRIP); Commonwealth Governments qualified support for UNDRIP as representative principles to influence law and policies relating to land rights and native title; points to clauses in UNDRIP which discuss development of cultural heritage legislation; addresses processes and structures proposed in reform model and how these would comply with rights of Indigenous people; points to conflicts within proposed model at state level; lack of Aboriginal peoples involvement in the selection processes in selecting representatives on the Aboriginal Cultural Heritage Advisory Committee (ACHA); author discusses conflicts with recommendations set out in UNDRIP; Aboriginal people greater decision-making powers over their cultural heritage, enabling them to select their own representatives; criteria and selection process of ACHA membership; looks at 'Right People for Country' project in Victoria as an existing model in-line with UNDRIP principles
